			<content:encoded><![CDATA[<p>Foundation for Louisiana is proud to host its first training on the Citizens&#8217;s Guide to Land Use and Urban Design on April 24th from 6 o&#8217;clock PM to 8:15 PM at the American Red Cross Southeast LA Chapter Building, 2640 Canal St.  This training will help residents become experts in land use planning and urban design issues, further understand the participation process, and equip them to be leaders in their community.</p>
<p> The following topics will be covered:</p>
<p> 1)      How to read a Land Use map, understand the basics of each Land Use category, the difference between density and intensity, and how changes in Land Use can impact a community</p>
<p> 2)      How Urban Design elements relate to neighborhood character and help neighborhoods work, and what to look for when reading design documents such as renderings.</p>
<p>3)      Residents role in the planning process and how to participate effectively.</p>
<p>4)      How to develop a proactive Urban Design and Land Use strategy for a  community, including setting an agenda and effectively distributing information.</p>

<p>1. What are the current plans for development of the riverfront (river side of levee)?  <span style="color: #ff0000;">We plan to utilize the existing docks and riverfront for river operations.</span></p>
<p>2. What retail stores are already signed for Federal City?  <span style="color: #ff0000;">Currently there is a barber shop, dry cleaner, coffee shop, credit union, and four restaurants working through the leasing process. We will announce the names when leases are signed.</span></p>
<p>3. How do you get information on Information Technology employment opportunities?  <span style="color: #ff0000;">IT employment/career web sites likely best first bet; as we have needs for anything specific, we explore filling the need through local, regional or national options.</span></p>
<p>4. How many people will be working in Federal City (military and non-military)?  <span style="color: #ff0000;">By October 1, 2011, we estimate 2300. This number will rise as the base becomes more accessible to the community and more entrepreneurs, businesses and residents locate to Federal City.</span></p>
<p>5. What is Federal City’s annual budget?  <span style="color: #ff0000;">Not applicable. There is no Federal City entity. </span></p>
<p>6. What is Federal City’s annual payroll?  <span style="color: #ff0000;">Not applicable. There is no Federal City entity.</span></p>
<p>7. What is Federal City’s expected annual economic impact for Algiers and for New Orleans?  <span style="color: #ff0000;">The long term plan calls for $750 million worth of new development over the next 15 years.</span></p>
<p>8. What is the procurement process for services and products and where will opportunities be posted?  <span style="color: #ff0000;">As needs arise for services and products, we attempt to find those at the local level, and then look beyond, depending, to the state/regional/national level. Depending on the requirement/need, opportunities are typically posted online.</span></p>
<p>9. How will employment be phased in over 15 years?  <span style="color: #ff0000;">Employment opportunities are due to increase over the 15 year build out as more businesses open at Federal City. The initial opening of the Marine Forces Reserve Headquarters will act as a catalyst, along with the Coast Guard Sector Headquarters, for future development. The projected number of full time jobs in 15 years is 10,000 on the Federal City site. </span></p>
<p>10. How does the community prepare for the jobs that will be offered at Federal City?  <span style="color: #ff0000;">Job training, education and related work experience.</span></p>
<p><span style="text-decoration: underline;"><strong>LIVING/COMMUNITY ISSUES</strong></span></p>
<p>1. Can more details be provided regarding the security measures surrounding Federal City?  <span style="color: #ff0000;">Security will be provided for Federal City in some combination of private and public (City of New Orleans). The details are at present being worked out in partnership with the Department of the Navy, New Orleans Federal Alliance, City of New Orleans, Patrician Management and the Master Developers HRI/ECC.</span></p>
<p>2. Will there be any human support services for veterans and their families?  <span style="color: #ff0000;">Naval Air Station/Joint Reserve Base, Belle Chasse has all of those functions in place now. The Marine Corps will support their personnel once the new Marine Support Facility opens in Algiers. The local military community has always had a very robust support system in place and that will not change in the future. </span></p>
<p>3. What will be done to encourage Federal City staff to live in Algiers primarily as well as New Orleans in general?  <span style="color: #ff0000;">Federal City is being developed as a 24 hour sustainable community with all the amenities needed to live work and play. We believe that carrying out the master plan will create a neighborhood that will attract people to live work and play at Federal City. </span></p>
<p>4. Do you have a plan to collaborate with neighborhood organizations?  <span style="color: #ff0000;">New Orleans Federal Alliance has collaborated with local neighborhood associations for the past 7 years and has had many neighborhood meetings and speaking engagements with Algiers churches and civic groups over that time. We will continue to do so moving forward.</span></p>
<p>5. Are the 1500 Marines that will occupy the Reserve HQ already housed locally? If so, where? If not, are they moving in from outside the New Orleans area?  <span style="color: #ff0000;">The majority of the Marines and civilians are located in the metropolitan area but approximately 400 are moving from Kansas City, Missouri.</span></p>
<p>6. Who is the Commandant/Principal of the NOMMA?  <span style="color: #ff0000;">Commandant is Col Bill Davis. He will be coming on full time after he retires. Principal is Dr. Cecilia Garcia.</span></p>
<p>7. What healthcare services will be available?  <span style="color: #ff0000;">Some preliminary discussions with healthcare providers have taken place. HRI/ECC will announce any news regarding this issue when it is appropriate.</span></p>
<p><span style="text-decoration: underline;"><strong>SUSTAINABILITY</strong></span></p>
<p>1. What happens to the USMC buildings should Marines decide to leave after their lease expires? Who takes over and what would take their place?  <span style="color: #ff0000;">The Marines will own the building and the 29 Acres beneath the secure compound. They will not be leasing the building.</span></p>
<p>2. What does the state’s unwillingness to be leaseholder say about the long-term viability of the entire project?  <span style="color: #ff0000;">Absolutely nothing. The State was willing to provide funds to the New Orleans Federal Alliance to develop Federal City and manage that development. The 3- 5 year phases of development indicates a well designed and thought out process endorsed by noted urban planners, Duany Plater, Zyberk , the State of Louisiana, the City of New Orleans , Algiers Development District and many other major stakeholders. That speaks of immense faith in the concept and management of the project which to date has consistently been ahead of schedule and under budget.</span></p>
<p>3. Could a brief overview of the sustainability of the project be provided?  <span style="color: #ff0000;">The Federal City team has created a Green Code to accompany the master plan and Smart Code that will guide development over the life of the project to create a sustainable neighborhood.</span></p>
<p>4. After transfer to Algiers Development District (ADD) and after 75 year lease has expired, who owns Federal City and/or its properties?  <span style="color: #ff0000;">Under the current lease arrangement, the property would return to the Department of the Navy unless the lease is extended.</span></p>

<p><span style="font-size: x-small;">The Algiers Economic Development Foundation (AEDF) today announced its schedule for the fourth annual <em>Wednesdays on the Point</em> Summer Riverfront Concert Series.  The 8-week series will take place every Wednesday beginning June 22 and running through August 10.  Concerts will be held at the foot of the ferry terminal in historic Algiers Point and begin at 6pm and end at 9pm.</span></p>
<p><span style="font-family: Calibri; font-size: x-small;">“This is just another way that AEDF fulfills its mission of presenting Algiers in a positive light, providing an economic impact on our community and at the same time providing a place for families and friends to gather and enjoy the summer together,” said AEDF President Chris Kane. </span><em><span style="font-family: Calibri; font-size: x-small;">Wednesdays on the Point</span></em><span style="font-size: x-small;"> began three years ago as an effort by local businesses to draw visitors to Algiers Point during the slower summer months.  Since its inception, the series has continued to grow and is expected to draw more than one thousand music goers each week.  This year’s lineup is a great mix of musical styles and genres including acts such as Amanda Shaw, Luther Kent, Otra Latin Band and The Wild Magnolias Mardi Gras Indians.</span></p>
<p><span style="font-family: Calibri; font-size: x-small;">The highlight of the series is the special Fourth of July concert featuring live performances from Bonerama, The Stooges Brass Band and Lil Red and Big Bad.  “We’re certainly excited about the Fourth of July,” said Barbara Waiters, AEDF’s Executive Director.  “Good music, great food and a fireworks show that will definitely light up the summer sky.” </span><span style="font-family: Calibri; font-size: x-small;">All concerts are free to the public and along with a great musical performance; guests will be able to enjoy food and beverages from local vendors and other activities for the family.</span></p>

<p><span style="font-size: x-small;">Founded in 1719, Algiers Point is one of the oldest neighborhoods in New Orleans. “The Point” as locals call it, is located directly across the Mississippi River from the French Quarter.
